the taxes may be paid continuously, that means, that you must not pay 1000 gold when you reach 15. level, but your overall donations till this level must be 1000 gold.
(example: you may pay 100 on 5th, 100on 6th, 200 on 8th and 100 on 10th and you have reched the limit)
